With over 26 years of dedicated service in the U.S. Navy, Captain William "Bill" Toti has navigated through the most challenging waters and confronted threats both seen and unseen. On American Security Council Foundation’s the "Peace Through Strength" podcast, he explains the intricacies of maritime security and shares gripping accounts from his storied career.

The discussion kicked off with a spotlight on the escalating demands placed on the U.S. Navy in today's global landscape. As tensions simmer and adversaries like China expand their naval prowess, Captain Toti stressed the imperative for strategic investments in naval capabilities, particularly submarines. His experience highlights the vital role of submarines in safeguarding critical maritime trade routes like the Freedom of the Seas shipping lanes.

But it wasn't just about naval strategies and geopolitical dynamics. Captain Toti's journey led him into the heart of asymmetric warfare, where the battlefield isn't always on open waters but hidden beneath the surface. As a former commanding officer of the USS Cole, a naval destroyer tragically targeted by terrorists in Yemen in 2000, Captain Toti's experiences offered a poignant reminder of the ever-present threats posed by non-state actors.
