Major General Windsor S. Buzza brings nearly four decades of military leadership and operational experience to the ASCF Advisory Board. He has served at the highest levels of the U.S. Army Reserve, including as Commanding General of the 63rd Readiness Division and as Chief of Staff of U.S. Army Forces Command (FORSCOM).

As FORSCOM Chief of Staff from 2022 to 2025, Major General Buzza served as the senior operational integrator for the Department of the Army’s largest command, encompassing more than 750,000 soldiers and civilians, an annual operating budget of approximately $5 billion, and real property and equipment exceeding $200 billion. He directed cross-functional governance across numerous enterprise initiatives and supported military operations and exercises spanning the globe.

He previously served as Wartime Chief of Staff of Eighth Army in the Republic of Korea, Commanding General of the 91st Training Division, and Deputy Commanding General of the 84th Training Command and 2nd Infantry Division. His military service includes participation in Operation Just Cause in Panama, stateside service during Operation Noble Eagle, and 13 multinational exercises throughout the Indo-Pacific region.

Major General Buzza is a graduate of the United States Military Academy at West Point, where he earned a B.S. in Mathematics with a concentration in Operations Research. He also holds a Master of Physical Therapy and Master of Arts in Physical Education from California State University, Fresno, as well as a Master of Strategic Studies from the U.S. Army War College.

His military decorations include the Distinguished Service Medal, three Legion of Merit awards, eight Meritorious Service Medals, eight Army Commendation Medals, and four Army Achievement Medals, among numerous other awards and recognitions.

Beyond his military career, Major General Buzza is a licensed physical therapist and co-founded and operated a home-care physical rehabilitation practice for 20 years while serving in the Army Reserve. He is also a competitive triathlete with more than 40 years of experience and three World Championship appearances.

The addition of Dr. Poblete and Major General Buzza reflects ASCF’s ongoing effort to bring together distinguished national-security leaders, military professionals, policymakers, and subject-matter experts in support of its mission.
